The oldest git tether runs on: safe.bareRepository, which keeps the git

vcs.MIN_GIT_VERSION=(2, 38, 0)

backend from taking a directory a clone ships for a bare repository, arrived in 2.38, and an older git ignores it without a word. The git adapter and the git backend each check once and refuse an older one.
