oplog.TOUCHED_FILENAME="tether-touched.jsonl"

a working branch or created a pin – kept beside tether-created.jsonl. The ordinary gc only looks inside stores some manifest in history names; a store this clone forked into on a bookmark it then abandoned is named by no manifest any more, and its dead refs would stay forever (and keep the store’s creator from reclaiming it). This index tells gc where else to look.
