tether-touched.jsonl: one record per pin id, appended by commit and repair when the backend reports the ref as new, and removed when this clone releases the pin (so a later re-creation under the same id by another clone is that clone’s). Pins are content-addressed and a store is shared by every clone of the dataset, so a pin no manifest in this history names may still be another clone’s, made by commits not fetched yet. gc releases only the pins it finds here; the rest it keeps and lists (keep-pin) unless told otherwise (--release-foreign). Seeded once from every live checkout’s op log, so pins made before the index existed are accounted for. It lives in the clone’s VCS store, so a fresh clone starts without it.
