a working branch or created a pin - kept beside `tether-created.jsonl`. The ordinary `gc` only looks inside stores some manifest in history names; a store this clone forked into on a bookmark it then abandoned is named by no manifest any more, and its dead refs would stay forever (and keep the store's creator from reclaiming it). This index tells `gc` where else to look.
